thats because hes a broadcaster, but that does not give him any special rights in the match adding/editing section
But someone like me is not able to do it, you need to add it at the latest 15 mins before the game :P. & changing time was against the rules or something said robaciek. :P

yes, he also can't request any later.
That's why he used that "trick" to request at a later time and then edit the match and moved it back (because the edit-form doesn't check the time value atm) and anybody can do that.
Though personally if I see someone doing it I will usually cancel the match and remove the requesting rights if I see someone doing it repeatedly
