only partners have transcoding, which is a shame :/ so he would have to change his entire stream for you :p I had to stream at 720p 30FPS and low bitrate for a long time so everyone could watch. did get some complaints :D
as far i know wut and most of the people have transcoding - even me (im rarely streaming)
transcoding is partner only but you get it if there are not currently a lot of partners online or you have a lot of viewers as non-partnered stream. https://help.twitch.tv/customer/portal/articles/2785927-joining-the-affiliate-program#question3

yea that is to get affiliate and you get priority access, no guarantees for transcoding.
just ask TosspoT
TosspoT doesn't control transcoding - however since affiliate program came into play there is a clear path of how to achieve Affiliate and then Partner. I wish that was around since I started streaming, would have got partnered ~2years ago ;)

you should be able to select lower quality now, either me or twitch had some issues as there wasn't anything other than source option
