You just need a regular installation of ET 2.60b to watch ETTV matches. If you visit a matchpage you will see a 'Broadcasted by' box where the ETTV servers are displayed shortly before the match starts. You can either copy the server IP, start ET, open the console (with ^ or ~) and type in: /connect IP or you can adjust the linkstyle in your display settings so you can connect to the ETTV server through an external program (such as xFire, HLSW, ASE, ...) by simply clicking on a link.
